Nuclear war engulf the earth and devastates the surface. An underwater Russian submarine base high in the Arctic escapes destruction. Unable to return to the surface, the sailors and staff settle in for a future trapped under water.

A thousand years have passed. The base has expanded into a sprawling underwater city. To many, the surface is only a legend and its existence is denied by the government. A group of rebels think otherwise.
